OperationId:opendata_portal_tags

Tag inventory for the portal via CKAN tag_list. When vocabulary_id is set, returns the governed vocabulary slug list; otherwise the free-tag list. Trim locally with rows if upstream returns an unbounded list. GovData (govdata-de) does not expose a bounded tag_list (about 98k slugs); that portal returns top Solr facet tags instead and never calls tag_list.
