Return a synthesized catalog of space agencies with aggregate counts. WMO OSCAR/Space does not expose a direct agencies endpoint; Sugra derives the list by iterating the satellites and instruments catalogs, splitting comma-joined multi-agency strings, and accumulating per-agency counts of total satellites, total instruments, and operational satellites. Result is sorted alphabetically. Attribution: WMO OSCAR/Space (World Meteorological Organization).
